Moving from 1С/BAS to M.E.Doc

Leaving 1С/BAS without breaking reporting: tax invoices and reports keep going through M.E.Doc, now from your new accounting system

M.E.Doc is not a replacement for 1С/BAS: it is a program for reporting, tax invoices and document exchange, not for bookkeeping. Goods, warehouse and the ledger stay in a separate accounting program. Many companies send tax invoices, primary documents and reports to M.E.Doc straight from 1С/BAS. When you leave 1С/BAS, those documents have to come from the new accounting program your accountant chooses, and that choice is outside this page. M.E.Doc accepts documents from any accounting system — for example, Дебет Плюс prepares the combined payroll tax report for M.E.Doc. We carry over the counterparties and the setup of your document flow, so reports and tax invoices keep going during the move. Below: what we carry over, the steps and the capabilities of both systems we rely on.

What we move

  • 1С/BAS → M.E.DocThe counterparty directory with registration codes is exported from 1С/BAS, cleaned and loaded into your new accounting program, so tax invoices reach M.E.Doc with the right buyer details.
  • 1С/BAS → M.E.DocThe map of your document flow — which documents (tax invoices, acts, invoices, delivery notes) went from 1С/BAS to M.E.Doc — is carried over to the new program's link with M.E.Doc.
  • 1С/BAS → M.E.DocThe list of regulated reports that were filled from 1С/BAS data is carried over, so the same reports are now loaded into M.E.Doc from the new program and signed there as before.
  • 1С/BAS → M.E.DocThe last tax invoice and document numbers from 1С/BAS are carried into the new program, so numbering in M.E.Doc continues without gaps or repeats.

How the move goes

  • Audit: we look at which documents and reports currently go from 1С/BAS to M.E.Doc, in which direction and who signs them, and export the counterparty directory from 1С/BAS through its built-in open exchange interface.
  • Cleaning: we merge duplicate counterparties and fix wrong registration codes before anything goes into the new program.
  • Choosing the route: we check whether your new program already has a ready link with M.E.Doc, can work through its exchange for any accounting system, or should hand documents over as files in the structures the vendor publishes.
  • Trial: a few tax invoices and one report from the new program go into M.E.Doc, and together with your accountant we check the details before signing.
  • Parallel work: for the transition we agree on a clear boundary — which documents and reports still come from 1С/BAS and which already from the new program — so nothing is filed twice.
  • Switch-off: once your accountant confirms that documents and reports come from the new program, the link between 1С/BAS and M.E.Doc is turned off.

Automation scenarios

01

Tax invoices stall during the move

Before the team leaving 1С/BAS fears that tax invoices will stop reaching M.E.Doc until the new program is ready.

After the route from the new program is tested in advance, and invoices go into M.E.Doc as before.

02

Buyer codes retyped by hand

Before the counterparty directory would be retyped into the new program, with typos in codes on tax invoices.

After the directory is exported from 1С/BAS, cleaned and loaded, with no second manual entry.

03

The same invoice number twice

Before the new program starts numbering from one, and M.E.Doc gets a tax invoice with a number already used this year.

After the last numbers are carried over, and numbering continues where 1С/BAS stopped.

How it works technically

  • BAS products are on Ukraine's official list of prohibited software (Cabinet resolution №1335 of 22.10.2025, based on Presidential Decree №601/2024 of 02.09.2024). The direct ban applies to the state sector, critical infrastructure and systems processing state information resources.

  • According to the same documentation, the platform automatically builds a REST interface using the OData protocol, through which outside systems can read, change, create and delete data over HTTP.

  • The M.E.Doc integration module exchanges tax invoices, primary documents and regulated reports with 1C or BAS, and documents can also be sent from M.E.Doc back to BAS or 1C.

  • Medoc API is meant for exchanging documents between any accounting system and M.E.Doc: tax invoices, delivery notes, bills, acts, waybills and regulated reports.

  • Tax invoices, acts and invoices created in any other accounting program can be imported into M.E.Doc; the vendor publishes the XML structures for setting up the export.

  • A report can be created in M.E.Doc or loaded from the accounting system, then signed with a qualified e-signature and sent to the supervisory body with delivery receipts.

Limits

M.E.Doc is reporting and document exchange and does not replace 1С/BAS or bookkeeping: goods, warehouse and the ledger move to a separate accounting program your accountant chooses, and that choice is outside this page. Whether that program has a ready link with M.E.Doc, can use the vendor's exchange interface for any accounting system, or should hand over documents as XML files in the structures the vendor publishes, is checked at the start; for systems without a ready link the vendor offers a custom solution on request. We do not promise to move HR records and payroll from 1С/BAS into M.E.Doc. M.E.Doc runs on Microsoft Windows. 1С/BAS is on the official prohibited software list: we do not take projects for state bodies, critical infrastructure or systems with state data.

Questions

Is it legal to stay on 1С/BAS?
1С/BAS is on the official prohibited software list. The direct ban covers the state sector, critical infrastructure and systems with state data. For a private business it is formally allowed but considered a risk — check with your lawyer.
Does M.E.Doc replace 1С/BAS?
No. M.E.Doc is where you file reports, register tax invoices and exchange documents. Goods, warehouse and the ledger are kept in an accounting program — after 1С/BAS, in the one your accountant chooses — and M.E.Doc receives documents from there.
Will reporting stop during the move?
No. For the transition we agree which documents and reports still come from 1С/BAS and which already from the new program, and the old link is switched off only after your accountant confirms that everything arrives from the new one.
Will you move HR records and payroll from 1С/BAS into M.E.Doc?
We do not promise that. This page is about keeping reports and tax invoices flowing through M.E.Doc after 1С/BAS. Where payroll will be kept after the move is a separate decision for your accountant.
